Background


SB 1156 (Cedillo)
Appropriates $10 million from the Air Quality Improvement Program (AQIP) to provide immediate jobs and incentives to clean up diesel pollution from trucks adjacent to ports and goods movement facilities. These funds will help specified truck operators working at California’s ports access grants to retrofit their trucks so they will be in compliance with California’s Air Resource Board’s diesel emission regulations.  This will provide jobs to manufacture new retrofit devices and defray costs for low-income truck owners and operators to clean up pollution.  

By large majorities, Californians support clean air laws.  Reducing air pollution saves the state billions of dollars per year in reduced hospitalizations and emergency room visits, health care costs, and lost work days due to illness.  However, these laws can occasionally create difficulties on small businesses and others who, especially in a tough economy, may not have the financial resources necessary to comply with regulations.  Rather than weaken the laws by relaxing the standards or delaying their implementation, this bill provides additional funding that will clean up air pollution while providing new manufacturing incentives.
