Proposal
This bill will create a new grant, using existing funds to provide Career Technical Education (CTE) facilities.
Summary
Uses existing Public Interest Energy Research (PIER) funds to build or reconfigure training facilities or schools, with the goal of preparing students for jobs in clean technology, renewable energy, or energy efficiency. Funds will be in the form of grants: three million dollars for qualifying new construction, and one and a half million for qualifying modernization projects.
Background
California suffers from too many high school dropouts, not enough meaningful career technical education (CTE), and the lack of a skilled workforce to fuel the green economy. Investment in these emerging careers and industries will drive the next phase of California’s economic growth while helping us meet the challenge of climate change.
This bill creates an education and job development partnership for businesses, middle and high schools, community colleges, Regional Occupation Centers and Programs, apprenticeship programs, labor organizations, and non-profits.
To qualify for grants, eligible entities such as businesses and non-profits must enter into agreements with schools or colleges to support rigorous career technical education leading to specified green jobs. They must also put up their own resources to match the grants.
