With record unemployment rates in California, the state will establish a preferential bid contracting system to put more Californians to work.
Summary
In an average year, California spends nearly $35 billion on services and consultant contracts, which works out to $28.7 million daily, according to the Department of General Services (DGS).
Legislation will grant a five percent bid preference to a company that can certify 90 percent of the workers on that contract will be California residents. The bill does not discriminate against out-of-state businesses, focusing only on the workers hired to perform the specific contract.
Background
Nearly all other states have some type of preferential bid system for state contracts. The District of Columbia and 14 states have local bid preferences for resident companies in goods, services, or public works contracts including Alaska, Colorado, Louisiana, New Mexico, Nevada and Pennsylvania. Other states have preferences for goods manufactured in state and others have preferences for hiring state residents including Alaska, Idaho, Montana, and West Virginia.
