Summary


This bill directs “Cal Grant C” dollars to students training in high-need, high-growth or high-wage industries in California.

Background


Through the Cal Grant C program today, the state awards over 8,000 grants to students to pursue short-term occupational or technical training. However, the awards do not track well with the state’s most urgent labor needs.

This legislation will require the California Student Aid Commission (CSAC) to, at least once every five years, develop and update areas for occupational training for which students can use Cal Grant C awards.

Using data developed by the Employment Development Department, the bill would require CSAC to give award priority to students seeking training in fields that are high need, high growth, or high wage occupations. CSAC would also be required to post on its website occupations that meet the award priority criteria.

The bill would also require the Legislative Analyst’s Office to provide the Legislature and Governor on outcomes related to the legislation.
