    As part of the Secretary of the Senate's office, the Senate Engrossing and Enrolling Clerk utilizing the engrossment and enrollment procedures, ensures the accuracy of all Senate legislation. Upon final passage by both houses, the clerk enrolls and transmits this legislation to the Governor and the Secretary of State, respectively. The final product of this office takes legal precedence over all other records of the Senate. To accomplish this responsibility, the Engrossing and Enrolling Clerk supervises a staff of six Assistant Engrossing and Enrolling Clerks.

     

    Joan Middlekauff Engrossing and Enrolling Clerk – Joan Middlekauff

    Joan Middlekauff, appointed Engrossing and Enrolling Clerk in 2007.  Born and raised in Davis, California. Joan attended University of Arizona and was a former international flight attendant. She has served as Assistant Engrossing and Enrolling Clerk from 1974 to1984 and as Chief Assistant Engrossing and Enrolling Clerk from 1984 to 2006. Married to Jeffrey; children John David and Jeffrey.

     

    Sandra Daly Chief Assistant Engrossing and Enrolling Clerk – Sandra Daly

    Sandra, a Sacramento native, started her legislative experience in 1971 with the Legislative Counsel Bureau. She joined the staff of the Secretary of the Senate as an Assistant Engrossing and Enrolling Clerk in 1972. Married to Timm; children John and Laura.

     

    Carol Harding Assistant Engrossing and Enrolling Clerk – Carol Harding

    A third generation Sacramento native, Carol graduated from UC Berkeley with a B.A. in art and an M.A. in sculpture from CSU Sacramento. She joined the staff of the Secretary of the Senate as an Assistant Engrossing and Enrolling Clerk in 2007 after 17 years of service at Legislative Counsel Bureau.

     

    Susan Kumpulainien Assistant Engrossing and Enrolling Clerk – Susan Kumpulainien

    Born and raised in Sterling, Illinois. Studied Music Education and Music Therapy at Western Illinois University. Worked for the Legislative Counsel Bureau from 1989 to 1998. Worked for the California Integrated Waste Management Board from 1998 to 2007. Joined the staff of the Secretary of the Senate as an Assistant Engrossing and Enrolling Clerk in early 2007 to present. Married to Bob, children Koji, Reneé, and Michelle.

     

    Maggie Lovato Assistant Engrossing and Enrolling Clerk – Maggie Lovato

    California native.  Joined the Senate Engrossing and Enrolling staff at the end of 2000 after 28 years of service with the Legislative Counsel Bureau.  Married to Adelelmo, three children, Tammy, Noel, Michael, and one grandson Aodán.

     

    Sondra McIntyre Assistant Engrossing and Enrolling Clerk – Sondra McIntyre

    Sondra, born in Blackriver Falls, Wisconsin, studied art history at San Jose City College and San Jose State. She worked for the Legislative Counsel Bureau from 1983 to 2001 and joined the staff of the Secretary of the Senate as an Assistant Senate Engrossing and Enrolling in 2001 to present. Married to George; children Kelly, Michael, and Matthew; grandchildren, Elizabeth, Jordan, Ian, and Anya.

     

    Kathleen Stacey Assistant Engrossing and Enrolling Clerk – Kathleen Stacey

    Third generation California native.  Came from private sector to Engrossing and Enrolling 21 years ago.

     

    Engrossment means the meticulous comparison of the printed measure against the original introduced measure, and any amendments adopted, to ascertain that it is correct. The Engrossing and Enrolling Clerk corrects printing discrepancies and recommends technical amendments to improve clarity. During the engrossment process, a jacket is created for each printed form of a Senate measure that accommodates significant legislative and parliamentary information, contains an authenticated printed copy, and is substituted for the original measure at the Senate Desk prior to its passage to the Assembly.

    Enrollment is accomplished by ordering the printing in enrolled form of Senate legislation that has passed both houses. The clerk ensures the accuracy, obtains the authenticating signatures from the Secretary of the Senate and the Chief Clerk of the Assembly, and transmits this final document to the Governor and to the Secretary of State, respectively.
